Frank E. Winter, III (a.k.a. Chip) was born to missionary parents Rev. Frank and Carla Winter in Quezon City, the Republic of the Philippines, on April 27, 1962. Raised in parsonages and parochial schools in Nebraska and North Carolina, Pastor Winter attended the University of Nebraska where, in 1984, he graduated with a B.A. in Integrated Studies. While attending Concordia Seminary in St. Louis, Missouri, he fulfilled the vicarage requirement at Concordia Lutheran Church, San Antonio, Texas. Following his graduation from the Seminary in 1988, Pastor Winter was placed as an assistant pastor in Salem Lutheran Church of Rosehill, outside of Tomball, Texas. There he met and married Jami Gayle Durrett.
Within two years he was called to be an assistant pastor at Christ Memorial Lutheran Church in South County, St. Louis, Missouri. There the Winters were blessed with a daughter, Mary. In 1992, the three of them moved to Peace with Christ Lutheran Church in Fort Collins, Colorado. As sole pastor, Pastor Winter served in Fort Collins for eleven years, during which time their son, Chase, was born. During those years Pastor Winter served for four years as the Lutheran Women's Missionary League Rocky Mountain District Pastoral Counselor and for ten years as a Police Chaplain for the city of Fort Collins.
On July 27, 2003 Pastor Winter was installed as Director of Ministries at Christ Lutheran Church and School.
